Almost all countries are xenophobic to some degree, including the USA. It may not be apparent or denied in some countries, but it is, in my experience socially rife just about everywhere you go. If you believe otherwise I suggest you go and live in some other countries, like I have, and see it for yourself. In Spain in particular, they say they are open because they do not want to be seen as some sort of European outlier or in contravention of EEC policies. However, they have under the table ways and means of keeping people out.
